Looking for good camera with HD movie mode and fast shutter speed & manual features?

I currently have a kodak Z1275 & I love the HD video feature, which I believe is 30 fps
Sadly, I hate the picture quality and the response is very slow for regular pictures.

I looked at the Nikon D90 DSLR which seems to be a fantastic but pricey slr but the HD movie mode seems to be only 24 fps and with manual focus.
So, I am looking for camera that shoots good HD video but also has great manual controls similar to what I would find on an slr

Is there a good camera that would fit in my pocket that would meet both requirements? My other option would be to get a larger Digital SLR like the D90 or D5000 and keep the kodak for snaps & videos.
